A 2.5D matte painting (projected onto 3D geometry). I created the image in Photoshop by combining several photos and painting in extra details. After this I used CINEMA 4D to map it onto 3D geometry so I could animate it.
I also wrote a tutorial about this here. With lots of screenshots, wireframes, project files and two example animations.
